New Development & Proposed Projects in Monument, CO
The retail openings, commercial plans, road improvements and new neighborhoods reshaping Monument and the Tri-Lakes area. Follow the projects worth watching, then see the underlying Town and County records.

01 / current projects
What’s new around Monument?
An announcement, a development application, an approved site plan and an active building permit are four different milestones. This guide keeps those distinctions intact.
Target & Legacy at Jackson Landing
A 129,000-square-foot Target anchors a larger retail project southeast of I-25 and Baptist Road. Building permits were issued in August 2026; other major retail tenants have been announced.
Chick-fil-A at Jackson Landing
A separate 4,728-square-foot restaurant application is associated with the same retail development. Its specific site plan and drive-through circulation still require review.
Lost Island II Adventure Park
A multi-course miniature golf and indoor recreation destination is under construction west of I-25. The announced opening target is spring 2027, subject to change.
Conexus & new housing
Multifamily and townhome proposals along Old Denver Road sit alongside newly built Monument communities. Track the difference between approved density and homes actually delivered.
Buc-ee’s on Monument Hill
The large proposed travel center is outside the Town of Monument review process. County land-use decisions, traffic, water and access remain key points to follow.
Monument 2040 & downtown
Two draft planning documents guide the next decade or more of growth. A continued Planning Commission hearing is scheduled for October 14, 2026.
02 / understanding project status
Where a proposal stands matters as much as what it proposes.
A project can be discussed publicly for years before it has authority to build.
Pre-application
Early technical meetings and concept presentations can reveal a direction, but they are not a complete application, land-use approval or construction commitment.
Under review
Submitted plans proceed through staff, engineering, planning hearings or Town Council decisions as required. Conditions and plan revisions can change what gets built.
Land use approved
Entitlements authorize a framework or site plan; building permits and infrastructure requirements may still be outstanding.
Building permitted
A permit is a much stronger construction milestone, but schedule, tenant openings and final occupancy can still change.
03 / official project tracking
Use the Town’s live project map and original documents.
Monument’s Planning Department publishes an interactive ArcGIS StoryMap of development review projects. The Town Development Review Projects page is the official entry point, and its records portal makes supporting meeting packets and project documents available. The StoryMap changes as cases are filed, reviewed and closed; this Monument Broker page focuses on a smaller editorial selection.

Transportation & development
Traffic impacts depend on access, not just projected trip counts.
New shopping centers, entertainment venues and neighborhoods can change how Monument’s I-25 interchanges and connecting roads operate. The useful records are project traffic studies, approved intersections, driveway locations and required road improvements.
Check which agency has jurisdiction and whether proposed access changes are funded or approved. A development concept does not guarantee the final road design. Commercial buyers should compare the plans against recorded easements and the property’s actual frontage.
Review commercial property considerations or research parcel records.

04 / across jurisdiction lines
Not every Monument-area project is in the Town of Monument.
Town boundaries, El Paso County jurisdiction and metro districts affect how projects are reviewed and funded.
Buc-ee’s is the clearest example: its proposed travel-center parcel near County Line Road and Beacon Lite Road is reviewed through El Paso County, not the Town planning process. A Town Council position statement about that proposal is not a County land-use approval.
Properties around Palmer Lake, Gleneagle, Woodmoor and northern Colorado Springs can also fall under different regulations, school districts, services and tax authorities. Parcel-by-parcel research is necessary.
05 / impact on real estate
What does new development mean for property owners?
Traffic, access, retail competition, infrastructure and new housing all matter—but their impact changes from parcel to parcel.
A large retailer may draw regional traffic and expand shopping options while changing intersection congestion, visibility and the market for nearby smaller commercial properties. Residential growth can broaden the customer base while creating demand for roads, public safety services and utilities.
For buyers and sellers, start with measured distances, actual access, planned infrastructure, present land-use rights and comparable sales. An unbuilt project alone does not establish an increase or decrease in property value.
06 / development FAQ
Common questions about Monument projects
Is Target officially coming to Monument?
Yes. Target lists a future Monument store at 1350 Blevins Buckle Trail, and local building authorities issued permits for a 129,000-square-foot store in 2026. Its announced opening timing is still subject to construction and occupancy schedules.
Is Chick-fil-A approved or just planned?
A Chick-fil-A location is associated with Legacy at Jackson Landing. The separately filed 2026-012 restaurant site plan was listed as under review in publicly available August 2026 records; check the Town for the newest disposition.
When is Lost Island II opening?
Reporting on its building permit and the operator’s plans gave spring 2027 as the target. The complex was reported under construction in 2026; a planned opening is not a guarantee.
Where do I find drawings and agendas?
Start with the Town development page, its ArcGIS StoryMap and its records portal. For projects outside Town limits, check El Paso County’s separate planning records.
