Monument, Colorado / Relocation guide
Cost of living in Monument, Colorado
The useful number is not a statewide cost-of-living index. It is the actual housing payment, property taxes, district costs, utilities, insurance and commute attached to the address being considered.

01Housing
Start with the property payment, then add the address-specific costs.
Housing is typically the largest cost difference for someone moving to Monument, but purchase price alone is incomplete.
For buyers, compare principal and interest, property taxes, homeowners insurance, HOA dues, metro-district levies, utilities and maintenance. For acreage or rural property, add well, septic, private-road and outbuilding considerations where applicable.
Newer planned communities can have different district taxes and service structures from established neighborhoods west of I-25 or unincorporated areas with Monument mailing addresses.
02Taxes
There is no single “Monument property-tax rate.”
The combined bill depends on every taxing authority and special district attached to the parcel.
Property tax
El Paso County's 2026 residential assessment rate is 6.8%. The Town of Monument's 2025 tax-year mill levy, billed in 2026, is 5.56 mills, but that is only one piece of the total bill. County, school, library, fire, metro and other district levies can all apply.
Sales tax
The Town of Monument sales-tax rate is 3.50%. Combined with Colorado and El Paso County, the current combined rate is 7.63% outside the Pikes Peak RTA area and 8.63% where the 1% PPRTA applies.
Metro districts
Some newer Monument communities have additional district mill levies. For example, the County Treasurer's current table shows Monument Junction Metro District #1 at 64.443 mills and District #2 at 54.311 mills for tax year 2025 billed in 2026. Verify the exact parcel because district boundaries and levies differ.

03Utilities
Water and sewer provider depends on the property.
The Town of Monument Water Department serves part of the community, while Triview and other districts serve other areas. The Town's current 3/4-inch residential water base rate is $31.85 per month inside its service area, with tiered usage charges. Those rates became effective September 1, 2026.
Monument Sanitation District serves wastewater customers west of I-25 and some nearby areas; Triview provides water and wastewater to its district east of I-25. Other Monument-area addresses can fall under different districts.
Electric and gas service should also be verified by address. The Town's resident-resources page lists Mountain View Electric and Black Hills Energy among local utility contacts, but Monument mailing addresses can cross multiple service areas.
04Build the real monthly budget
Use the address, not a generic Colorado average.
Before comparing two homes, estimate the complete monthly ownership cost for each one. A less expensive home in a high-levy district can have a different monthly result than the listing price suggests.

- Insurance and commuteMountain weather, wildfire exposure, roof age, vehicle use and commute can materially affect the household budget.
Cost questions
What changes from one Monument address to another?
District boundaries matter as much as the town name.
Is Monument expensive compared with Colorado Springs?
Monument generally includes a higher concentration of larger homes, newer construction and acreage than many Colorado Springs submarkets, but the correct comparison is property-specific. Use the actual home price, taxes, district costs, utilities and commute rather than a broad city index.
What is Monument's property-tax rate?
There is no single all-in rate. The Town levy is only one component. The parcel's combined mill levy can include County, school, fire, library, metro and other special districts.
Who provides water in Monument?
It depends on the address. Town of Monument Water, Triview and other districts serve different areas. Verify the provider before estimating monthly utility cost.
