Monument development / Retail · Updated October 12, 2026
Target is coming to Monument. Here’s where the project stands.
The 129,000-square-foot store at Legacy at Jackson Landing has advanced beyond early speculation: Target has listed the location, the retail center has land-use approvals, and building permits have been issued.
01 / the confirmed site
A new major retailer south of the existing Monument Marketplace.
Target’s official upcoming-stores directory lists a Monument, Colorado, location at 1350 Blevins Buckle Trail, with a planned footprint of approximately 128,000 square feet. The local building permit and development reporting cite 129,000 square feet. That small difference reflects source rounding and project documentation, not two different stores.
The store is part of Legacy at Jackson Landing, a roughly 30-acre commercial center on the east side of Interstate 25 near Baptist Road and Jackson Creek Parkway, south of the existing Home Depot. It is a separate development from Monument Marketplace immediately to the north.
Town Council gave the first phase of the commercial development land-use approval in November 2025. The retail-center approval and the building permit are stronger milestones than an initial tenant rumor, but they do not establish an exact grand opening date.
02 / permits & construction
Why the August 2026 permits matter.
On September 3, 2026, regional outlets reported that the Pikes Peak Regional Building Department had issued permits for the 129,000-square-foot Target. The reported construction value was approximately $22.3 million.
Local records reviewed by The Monument Independent identified building permit Q58351, issued August 31 to Ryan Companies US, as well as inspections recorded at the site on September 2. Those permit details are a useful way for readers to check progress through the Regional Building Department.
Initial local reporting described an October 2027 opening target for the broader retail project. That remains a projected timeline, not a confirmed store-opening announcement. Construction sequencing, inspections and tenant operations can all affect the date.
What to watch
Other announced tenants do not share a single approval status.
Local reporting in April 2026 identified Marshalls, HomeGoods, Chick-fil-A and Firehouse Subs among announced tenants for Legacy at Jackson Landing. The center has multiple planned lots, and individual tenants can require separate buildings, drive-through reviews or permits.
In particular, the proposed Chick-fil-A is the subject of its own Town development application, case 2026-012. Its restaurant plan should not be described as approved merely because Target has a building permit.
03 / roads, traffic & infrastructure
What changes around Baptist Road and Jackson Creek Parkway.
Retail centers of this scale have impacts beyond the store footprint. Approved Phase 1 plans have described improvements to Blevins Buckle Trail, new or modified turning movements and a planned signal at Blevins Buckle Trail and Jackson Creek Parkway.
Those improvements matter for drivers, delivery traffic and adjacent commercial properties. Shopping-center traffic will fluctuate by weekday, season and the full mix of businesses that eventually open. A single store’s anticipated draw is not a substitute for the project-specific traffic studies and approved road plans.
Water and sewer service within the project area also must be matched to the appropriate provider and final approval documents. Commercial buyers nearby should verify proposed access and easements against recorded plats rather than inferring access from a concept illustration.
04 / local housing & commercial property
What the Target project could mean for Monument real estate.
Target and its neighboring retailers could reduce some shopping trips into Colorado Springs and increase Monument’s draw for the surrounding region. At the same time, they could alter competition for existing storefronts and shift traffic along the Baptist Road and Jackson Creek Parkway corridors.
For an investor, proximity to a recognizable retail anchor can be relevant to visibility and demand, but property-specific underwriting still matters: access, rent, tenant credit, operating expenses, zoning and the financial position of a particular parcel. For residential owners, effects depend on direct proximity, traffic exposure, actual neighborhood access and the completed site design.
