Airbnb & Short-Term Rentals in Monument, Colorado
Can you operate an Airbnb or VRBO in Monument? The answer depends on whether the home is inside Town limits, unincorporated El Paso County or another municipality—and on the recorded covenants attached to that exact property.

01 / Starting question: who regulates the parcel?
Monument mailing address does not mean Town of Monument zoning.
Different rules apply to short-term stays depending on jurisdiction. A municipality’s general business-license requirements, zoning regulations, building codes and lodging policies may all apply independently. Use the county property-records guide to identify the parcel before assuming which rules govern.
Town of Monument
Town guidance says businesses operating within its limits generally require a business license. We did not find an independently verified Town ordinance granting blanket STR permission throughout residential districts. Confirm the specific proposed use, zoning treatment, business-license applicability and any conditions directly with Town Planning and the Town Clerk before advertising.
El Paso County
El Paso County Planning explicitly states there is no dedicated short-term rental ordinance or specific STR permit for the principal structure. Short-term use in a separate accessory structure, however, requires zoning approval. Other County zoning, nuisance and event-use restrictions remain enforceable.
Palmer Lake & Colorado Springs
Palmer Lake and Colorado Springs have separate STR programs, permits and zoning limits. Neither municipality’s rules automatically apply to a Town of Monument or County parcel. Confirm municipal boundaries before relying on another city’s thresholds or licensing process.
02 / HOA, covenants & neighborhood restrictions
Which Monument HOAs allow Airbnb?
Restrictions can be contained in recorded declarations, rules, amendments, condominium documents or subdivision-specific covenants. A covenant might limit minimum lease length, prohibit business activity, require a lease copy, cap the number of renters, address parking or restrict guest access to amenities.
The table is deliberately conservative: It does not label a community “allowed” or “prohibited” unless a current, applicable written restriction has been independently verified. We have not verified a definitive 2026 STR permission decision for the communities below, so each requires written documentation. Listing platforms and neighbor anecdotes are not legal approval.
| Community | Verified STR position / documents needed | Local guide |
|---|---|---|
| Woodmoor | Not verified as permitted or prohibited Woodmoor Improvement Association governs covenants; a property may also have additional recorded restrictions. | Review relevant guide |
| King’s Deer | Not verified as permitted or prohibited King’s Deer HOA has covenants and architectural review; obtain a current written rental interpretation. | Review relevant guide |
| Sanctuary Pointe | Not verified as permitted or prohibited Association documents and any governing amendments must be checked for the exact filing. | Review relevant guide |
| Jackson Creek / Academy View | Not verified as permitted or prohibited Jackson Creek includes distinct filings and associations; one filing’s policy cannot establish another’s. | Review relevant guide |
| Homestead at Jackson Creek | Not verified as permitted or prohibited Separate Homestead HOA across filings 1–3; request current declarations and rental rules. | Review relevant guide |
| Home Place Ranch | Not verified as permitted or prohibited Home Place’s covenants and metropolitan-district framework require parcel-level review. | Review relevant guide |
| Forest Lakes | Not verified as permitted or prohibited Review its applicable HOA, development filings, lake covenants and any rental restrictions. | Review relevant guide |
| Bel Lago Villas | Not verified as permitted or prohibited Attached-home association may control occupancy, access and rental terms. Verify the resale package. | Review relevant guide |
03 / Owner-occupied, entire-house and accessory structures
Different rental setups can trigger different issues.
Owner-occupied room: May raise home-occupation, safety, insurance and HOA questions. Entire-house rental: May trigger a different zoning and association analysis, even when the owner retains the property as a home. Guesthouse or ADU: Requires close attention to whether a second dwelling is legally permitted, occupancy approvals and—outside Town limits—the County’s explicit accessory-structure zoning review.
Events and weddings: County guidance separately cautions owners against turning residential STRs into unapproved commercial event centers. Advertising wedding, corporate retreat or other paid gathering packages may violate land-use rules even when overnight lodging itself is permissible.
04 / Taxes, insurance & actual profitability
Rental revenue is not the same as rental profit.
Revenue estimates without taxes, reserves and vacancy can make a short-term rental investment look more attractive than it really is.
State and local lodging taxes
Colorado generally imposes sales tax on taxable rooms and accommodations, with additional county or local taxes where applicable. A qualifying permanent resident under a written agreement of at least 30 consecutive days may meet an exemption. Marketplace facilitators such as Airbnb can collect certain taxes, but hosts must verify what the platform remits and what they owe directly. Colorado Department of Revenue guidance.
Insurance, financing and liability
Standard homeowner coverage may not address frequent paying guests or business use. Check a short-term rental endorsement or dedicated policy, personal liability limits, wildfire exposure and whether the mortgage or any association master policy restricts the activity. If the property is held as a second home or investment, review the loan’s occupancy representations.
Underwriting before you buy
Model occupancy, nightly revenue, platform commissions, cleaning and turnover, management, utilities, maintenance, replacement reserves, taxes, insurance, lender costs and seasons. Do not present an unverified revenue projection as a current rental-market fact.
05 / Buyer and owner due diligence
Property-specific STR review checklist
Parcel boundary and zoning
Identify the actual governing municipality or unincorporated County status and verify the property’s use classification and any required zoning approvals.
Recorded covenants and amendments
Read the property’s actual recorded HOA/condo documents, not a neighboring subdivision’s bylaws. Ask the association for a current written interpretation of rentals under 30 days.
Licensing and occupancy
Confirm Town or local registration, fire and building standards, lawful bedrooms, maximum overnight occupancy, parking and whether a guesthouse has proper permits.
Taxes, insurance and financing
Confirm sales/lodging tax treatment, marketplace-facilitator remittance, insurance coverage, lender occupancy requirements and accurate cash-flow estimates.
Neighbor and service impacts
Consider septic/water capacity, rural road access, snow removal, noise, trash, wildfire access, guest communications, local management and emergency contacts.
06 / Frequently asked questions
Monument Airbnb FAQ
Is Airbnb legal inside the Town of Monument?
Do not assume a blanket yes or no. Confirm the parcel’s zoning use with Town Planning, the Town Clerk’s business-license requirements and any HOA covenants. We did not find a dedicated Town STR code reliably establishing universal permission.
Does unincorporated El Paso County require an STR permit?
The County says its principal-structure short-term rentals have no dedicated County STR ordinance or specific permit. Accessory structures used as short-term rentals require zoning approval, and other County codes still apply.
Can I use a basement, guesthouse or ADU?
A legally recognized accessory living area is not necessarily approved for transient lodging. The use, occupancy and zoning approval should be verified with the governing authority and association.
Does an HOA automatically prohibit Airbnb?
No; rental rules differ by association and filing. A property may allow long-term leasing but prohibit stays shorter than a set minimum. Get the current recorded and board-approved restrictions in writing.
Can an STR host hold paid events on the property?
County STR guidance warns that advertising a home as an event venue can trigger separate Land Development Code rules for business event centers. Do not assume overnight lodging permission authorizes events.
