Monument HOA Fees, Metro Districts & Property Taxes

Compare the different costs attached to Monument homes before signing a purchase contract. An HOA and a metropolitan district serve different purposes, and neither can be inferred from the mailing ZIP code alone.

01 / Different entities

An HOA is not the same thing as a metro district.

An HOA is generally a private association that enforces recorded covenants and manages shared property or services. A metropolitan district is a special-purpose governmental district that can provide certain public infrastructure, services and facilities, sometimes funded through property taxes, fees or debt.

One home may be inside an HOA, a metro district, both, multiple overlapping service districts or neither. The association may collect monthly assessments while a separate district’s mill levy appears on the annual tax bill. Do not subtract one from the other or treat them as interchangeable.

The legal boundaries, current district budgets, debt obligations, services and association responsibilities all need property-specific verification.

02 / County property taxes

Read the actual taxing-district breakdown—not a citywide estimate.

El Paso County maintains parcel assessments, property characteristics, tax districts and related records. The county treasurer’s account shows billed taxes, balances and payment information. Tax estimates based on a nearby house may be misleading when the properties lie in different taxing districts or have different taxable values.

The assessment method and applicable property tax provisions can change. Check the applicable assessment year and whether the parcel’s taxes reflect ownership exemptions, improvements, new construction or prior appeals.

Where to verify ownership obligations

Woodmoor

Review Woodmoor Improvement Association covenants, annual dues and any sub-association obligations; verify whether the exact address has separate district assessments.

Jackson Creek and Academy View

Different filings can have different associations. TriView Metropolitan District services and charges are separate from HOA obligations.

Forest Lakes

Confirm the exact filing, HOA obligations, lake or common-area rights and any special-district services and taxes.

Monument Junction

Review Monument Junction district financial and service notices, builder terms and any filing-specific association documents.

Home Place Ranch

Review Home Place Metropolitan District records, covenants, budgets and any relevant association structure.

King’s Deer / acreage

Larger-lot HOA obligations, well arrangements, septic systems and private road maintenance may be as important as a district tax estimate.

Property-specific assistance

Before you make an offer, compare actual monthly costs.

Provide the street address or parcel number. An individual-property review can identify the current property tax amount, potential district obligations, known HOA structures and the questions to ask the association or title company. We cannot guarantee future tax levies or HOA assessments.

04 / Documents to request

Don’t rely on last year’s listing description.

Ask for current declarations and amendments, HOA budget and dues schedule, reserve information when available, pending special assessments, financial disclosures, and current master insurance policies if applicable. For special districts, verify the district boundaries, most recent budgets, mill levies, election and debt disclosures and the services actually provided.

If buying new construction, compare initial or estimated taxes with likely future obligations once the improvement is fully assessed. Don’t imply that an initial vacant-land tax bill reflects the long-term cost of owning a completed home.
