Monument, Colorado community guide
Willow Springs Ranch
A newer master-planned Monument community west of I-25 with 100+ acres of protected habitat and open space, trails, multiple housing phases and a Metropolitan District instead of a traditional HOA.

Community overview
Open space is a defining part of the plan.
Willow Springs Ranch is a planned residential community in the Town of Monument, west of I-25 off Baptist Road / Forest Lakes Drive.
The community website describes approximately 214 acres and a planned buildout of 399 homes on varied lot sizes. The Metropolitan District boundary encompasses approximately 216 acres. More than 100 acres are protected wildlife habitat and open space.
Metro District / no HOA
The governance structure is different from a conventional HOA subdivision.
The Willow Springs Ranch Metropolitan District was approved by eligible electors at a May 6, 2008 election. The District’s formation was completed by El Paso County District Court order on June 11, 2018 and recorded June 26, 2018. Its service plan dates to March 12, 2008.
The community does not have a homeowners association. The Metro District instead performs functions that include covenant control and enforcement, architectural review, grounds maintenance and trash pickup.
Those services are funded through property-tax assessment and an Operations Fee rather than HOA dues. The District describes the Operations Fee as monthly and billed quarterly. Buyers should verify the current amount and any current mill levies directly from District documents and the property tax bill.
Habitat, trails & waterways
Protected land affects both the experience and the rules.
Willow Springs Ranch includes ponds, creeks, trails and Monument Creek, with conservation measures designed around Preble’s meadow jumping mouse habitat. The community identifies approximately 98.78 acres dedicated to this conservation effort.
Waterways are protected habitat. The community specifically prohibits wading, floating devices and fishing in Willow Springs Ranch ponds and creeks. Buyers should not interpret nearby water as a private recreational amenity.
Open-space adjacency can be a major property feature, but it also brings wildlife, habitat restrictions and different expectations for landscaping and fencing. Confirm boundaries and easements for the specific lot.
New homes & phases
Builder and phase matter when comparing properties.
The community has included multiple builders and housing enclaves over time. The Willow Springs Ranch site currently advertises a final phase of 27 new homes. Availability, builder participation and incentives can change quickly, so those details should be verified before visiting a sales center or relying on an advertised lot.
Buying new construction
Confirm lot premiums, included finishes, landscaping requirements, fencing, builder warranty, Metro District taxes and fees, architectural requirements and whether representation must be registered before the first builder visit.
Buying resale
Compare builder, floor plan, lot position, open-space exposure, remaining construction nearby, landscaping maturity, Metro District costs and any transfer/status documents.
