Community overview

Small-scale neighborhood living near Monument.

High Pines is not inside the Town of Monument. The High Pines Owner’s Association describes it as a small community in unincorporated El Paso County just north of Monument.

The neighborhood is established rather than master-planned at a massive scale, with detached single-family homes, mature landscaping and lots that are commonly larger than newer subdivision lots. Exact lot area, zoning and utility configuration should still be checked parcel by parcel.

HOA & architectural control

Exterior changes require attention to HPOA rules.

HPOA publishes current governing documents, meeting minutes and an Architectural Control Committee process. A Property Improvement Request is required for exterior painting, roof replacement, exterior-finish changes, flatwork, additions, decks, permanent yard structures, sheds and greenhouses.

The association currently lists a $25 ACC review fee and states that the ACC has 45 days to notify an applicant of approval or disapproval.

HPOA’s governance page also publishes amended declarations and bylaws dated December 2025, along with current rules covering items such as sheds, recreational vehicles, fences and greenhouses.

Before buying: request the current status letter, declarations, bylaws, rules, budget/financial information and any outstanding architectural or covenant matters tied to the property.

Property due diligence

County rules and HOA rules both matter.

Because High Pines is outside the Town of Monument, El Paso County land-use and building requirements apply. Do not assume every parcel has identical zoning or setbacks simply because the homes share an association.

Representative homes in the neighborhood commonly show public water/sewer and conventional electric/natural-gas service, but utility providers and service arrangements should be verified for the exact address before closing.

Buying in High Pines

Compare lot position, road exposure, views, age and condition, exterior improvements, HOA compliance and the specific parcel’s zoning and utility records. For additions, outbuildings or major exterior work, confirm both County requirements and HPOA approval requirements.

Selling in High Pines

Have the current HPOA documents, status letter, improvement approvals, roof/exterior records and recent tax information ready. Comparable sales should emphasize similar lot size, age, condition and location rather than a broad Monument average.
