Palmer Lake, Colorado

The lake, historic downtown and foothills are only part of the story. Get to know the people, local government, parks, services and neighborhoods that make Palmer Lake its own town.

Palmer Lake is a separate incorporated municipality in northern El Paso County, not a Monument subdivision. Between the compact town center, older hillside homes and newer housing, there is more variety here than its small size suggests.

Living in Palmer Lake

A real town, not just a place on a map.

Palmer Lake occupies a distinctive spot at the north end of the Tri-Lakes area, between the Palmer Divide foothills and the I-25 corridor. Downtown streets connect locally owned businesses, restaurants, galleries, civic buildings and the public lake. The surrounding neighborhoods rise into hills and trees, with views and road conditions that can change quickly across a few blocks.

Founded in 1871 and incorporated in 1889, Palmer Lake developed around railroad travel and the local water stop. That history is visible in the older downtown fabric and in community traditions that still draw residents together. The official town profile identifies the lake, trails, library, museum and arts organizations as part of everyday life.

TOWN CENTER

Downtown & local business

Small restaurants, shops, coffee stops, galleries and historic buildings form a walkable core. Check hours and parking directly; the downtown is not a large commercial district.

NEIGHBORHOODS

Hillside & wooded streets

Homes closer to the foothills can have mature trees, slopes, retaining walls, steeper driveways and a different winter-maintenance picture than flatter in-town lots.

LOCAL CULTURE

Community & events

Residents gather around seasonal traditions, the town green, the historic hall, local markets and museum and arts programming. The Star Lighting and Yule Log are longstanding traditions.

Municipal boundaries matter. A Palmer Lake mailing address does not prove a parcel is inside Town limits. Land-use authority, service providers and tax districts are property-specific. Verify the legal parcel before relying on a listing description.

Government, leadership & civic participation

Mayor, Board of Trustees and Town Administrator.

Palmer Lake is a Colorado statutory town. Its elected governing body is the seven-member Board of Trustees: one mayor and six trustees. The Board adopts policy and budgets and decides Town business; the Town Administrator oversees daily administration and municipal staff. Palmer Lake uses the term Board of Trustees, not Monument’s Town Council structure.

ELECTED GOVERNMENT

Mayor & elected trustees

The Town’s published roster lists Mayor Dennis Stern and Trustees John Marble, Roger Moseley, Atis Jurka, Michael Beeson, Tony Beltran (Mayor Pro Tem) and Elizabeth Harris. Names were checked October 2026; verify after elections.

DAY-TO-DAY MANAGEMENT

Town administration

Patrick Davidson, Town Administrator, leads the administrative office. Erica Romero is listed as Town Clerk / Administrative Supervisor. Administration handles public inquiries, licenses, land-use questions and meeting coordination.

PUBLIC INVOLVEMENT

Meetings & public records

The Board ordinarily meets on the second and fourth Thursdays at 6 p.m. Planning Commission meets on the third Wednesday at 5 p.m. Schedules can change; consult live agendas, minutes and meeting streams.

Official contacts: Board of Trustees ↗, Town Administration ↗, Planning Commission ↗ and Meeting and records FAQs ↗. Town Administration is at 42 Valley Crescent Street, Palmer Lake, CO 80133; main phone 719-481-2953.

The Town also has advisory and decision-making bodies for planning, parks and adjustments. Public participation typically begins with published agendas and requests submitted to the Town before a hearing.

Municipal services and everyday responsibilities

Who handles water, roads, police and permits?

TOWN SERVICES

Administration & Town Hall

The administration office is at 42 Valley Crescent; historic Town Hall is nearby at 28 Valley Crescent. Town government handles local policy, licensing, municipal administration and land-use questions.

WATER

Town water & conservation

Palmer Lake operates a municipal water system. The Town reported a Stage 1 water emergency in August 2026. Check current conservation orders, billing, service boundaries and capacity before buying or building.

SEWER

Wastewater / sanitation

The Palmer Lake Sanitation District is a separate special district handling sanitary sewer within its service area. Confirm address coverage and fees; not every surrounding parcel has sewer.

ROADS & SNOW

Public Works & roads

The Town’s Public Works Department handles town roads, parks and stormwater systems. Some private drives or streets outside town have different maintenance responsibility.

PUBLIC SAFETY

Police and fire protection

The Town has its own police and fire departments. For nonemergencies use official contact details; call 911 for an emergency. Confirm district coverage for outlying addresses.

PROPERTY RULES

Permits, zoning & property use

Town staff and the Planning Commission are the first stop for zoning compliance, subdivision, signs, home projects and proposed changes of use. Building inspections may involve regional authorities.

Palmer Lake, parks & trails

Water, walking trails and open space.

Palmer Lake itself is the public recreation lake beside downtown. Fishing is allowed with a valid Colorado license for anglers age 16 and older. Non-motorized kayaks, canoes and paddleboards may be hand-launched; motorized boats are not permitted. The Town code lists lake hours of 5 a.m. to 9 p.m. and requires pets on leash. Posted conditions and habitat closures take priority.

The public lake must not be confused with the upper and lower municipal reservoirs. They protect the community’s water supply: swimming is prohibited, pets and horses are barred from the access road, and the road is foot-traffic only except for Town and emergency vehicles. Bank fishing is allowed at the upper reservoir, not the lower reservoir; ice fishing is prohibited at both.

Centennial Park, the New Santa Fe Regional Trail, the 18-hole Rockin’ the Rails disc golf course, pickleball courts and nearby trails expand the recreation options. Check the current trail advisory before planning a through-ride toward the Air Force Academy.

Railroad history & lasting traditions

The town’s history still shows up in daily life.

Palmer Lake was named for railroad founder General William Jackson Palmer. Its rail and water history shaped the town, and the Palmer Lake Historical Society preserves regional stories at the Lucretia Vaile Museum and through local programs. The historic Town Hall and neighboring civic buildings are still community landmarks.

The hillside Palmer Lake Star dates to 1935 and is a recognizable part of the town’s identity. Local seasonal events include the Star Lighting and Yule Log tradition. The downtown arts scene includes the Tri-Lakes Center for the Arts, museum programming and public celebrations.

Housing, schools & ownership costs

Compare neighborhoods, then the actual property.

Homes in Palmer Lake include older downtown houses, hillside properties among trees, modest cottages, townhomes and newer custom construction. Lot characteristics vary widely. An attractive view does not tell you about utility connection, retaining-wall work, drainage, snow access, HOA covenants or zoning.

EDUCATION

Schools & boundaries

Palmer Lake is associated with Lewis-Palmer School District 38, including Palmer Lake Elementary, but actual assignments must be confirmed using the current address-based district lookup.

COST OF OWNERSHIP

Taxes, insurance & services

Check the County assessor and tax districts for the actual parcel. Estimate water, sewer, insurance, snow management, maintenance and potential HOA expenses before comparing asking prices.

LOCAL REAL ESTATE

Homebuyers & sellers

Evaluate comparable recent sales by property type, age, condition, lot and location rather than treating the whole 80133 ZIP as one market. For vacant land, verify buildability first.

Explore current Palmer Lake listings and local market information. For regional context compare Monument, surrounding communities and Tri-Lakes recreation and lake rules.

Land use, new projects & local decisions

Planning decisions belong to Palmer Lake, not Monument.

The Planning Commission advises the Board of Trustees on zoning, land use, subdivision proposals and the Town’s comprehensive planning. The Town’s land-use code, zoning map and municipal boundaries—not an MLS listing—control what is potentially allowed. Nearby unincorporated land instead falls under El Paso County’s approval system.

For commercial proposals, road changes or controversial projects, distinguish a concept, pre-application, filed application, approval and actual building permit. Use the meeting agenda and recorded documents for current status. Do not assume a proposed annexation has become final. Confirm public water availability and infrastructure commitments before relying on any advertised future development.

Important 2026 water note: Town notices currently report a Stage 1 water emergency and conservation restrictions. Conditions may change; follow the live Town notices ↗ rather than relying on a static summary.
