Monument / Tri-Lakes community guide
Hilltop Pines
A newer large-lot residential community east of Monument with custom-home sites, wooded and meadow settings, and remaining build opportunities appearing periodically.

Community overview
Hilltop Pines at a glance
Hilltop Pines is a planned large-lot subdivision in northern El Paso County with a registered homeowners association. El Paso County records identify Hilltop Pines Filing No. 1 and a PUD development framework; county site-plan records for individual lots show the PUD zoning and large setbacks that shape the neighborhood.
Representative county-backed property records show many homesites around 2.5 to 2.6 acres, private wells and septic systems, with natural gas/electric service available on many parcels. Recent 2026 listing records have commonly reported a Hilltop Pines HOA assessment of about $600 per year, but the current assessment should be verified from the resale/status package rather than assumed from a listing.
What buyers should verify
Confirm the current HOA assessment and governing documents rather than relying on an old listing fee.
For vacant or recently built homes, review well, septic, driveway, drainage, utility, building-permit and site-plan records along with the normal home inspection.
Custom-home setting
Acreage lots with newer construction potential
Hilltop Pines includes both completed custom homes and lots that have moved through permitting more recently. That makes the subdivision different from a fully built-out older neighborhood.
When comparing a completed resale to a new build or vacant lot, include site-development costs, well and septic work, driveway construction, landscaping, carrying cost and HOA requirements.
Current Hilltop Pines real estate
Inventory is usually limited because this is a small large-lot community. Search current Monument listings and the Hilltop Pines subdivision name rather than relying on broad Monument averages.

Buying in Hilltop Pines
Compare acreage, tree cover, views, orientation, utility setup and site improvements before comparing price per square foot.
For undeveloped lots, land due diligence is as important as the house plan: soils, well, septic, access, drainage and county approvals can materially change total project cost.
Selling
Selling in Hilltop Pines
For completed homes, use Hilltop Pines sales first and nearby high-quality acreage communities second. Vacant-land sales should not be mixed directly with finished-home comparables.
Documented site improvements, mitigation, landscaping, wells, septic systems and high-cost exterior improvements can help distinguish value.
